Victoria Swimming Pool and Spa Barrier Inspection Course
Swimming pool barrier inspectors have an essential role in ensuring that pool and spa barriers meet relevant standards to save lives. The Pool Safety Inspectors Course (VBAISP2020) is required in Victoria to be registered in the class of Building Inspector (Pool Safety) and carry out the functions of a pool and spa inspector under the Building Act 1993 and Part 9A of the Building Regulations 2018.

What do pool safety inspectors do?
After completing the pool safety inspector course in Victoria and completing assessment inspections to become a registered Building Inspector (pool safety), you can:
- Undertake inspections of swimming pool and spa barriers to determine compliance with the applicable barrier standard
- Issue certificates of pool and spa barrier compliance
- Issue certificates of pool or spa barrier non-compliance
- Lodge certificates of pool and spa barrier non-compliance with the relevant council.
On 1 December 2019, new laws to improve swimming pool and spa safety went into effect in Victoria. New registration, inspection and certification requirements for property owners came into effect from 1 November 2020. This means that organising an inspection of pool barriers by a registered swimming pool inspector, rectifying any issues identified by the pool inspection, and submitting a certificate of compliance to the local council by the due date are now required. Getting a pool safety certificate in Victoria from a licensed building inspector is an essential part of this process.

The Pool Safety Barrier Training course covers the knowledge required for effectively inspecting and reporting on the safety of swimming pools and spas and issuing certificates of barrier compliance. The Pool Safety Inspectors Course (VBAISP2020) covers the elements and performance criteria which include:

- Accessing, identifying and explaining the regulatory framework, including identifying the relationship of The Building Act 1993, The Building Regulations 2018, the National Construction Code, and Australian Standards.
- Preparing for inspection
- Carrying out the inspection of a pool and/or spa barrier in a professional manner and adhering to occupational health and safety guidelines during the inspection
- Conducting a re-inspection to determine if an identified non-compliance has been addressed
- Producing a record of the inspection or re-inspection, such as checklists, photos and videos
- Issuing pool and spa barrier compliance and non-compliance certificates and written notices, explaining why a barrier is non-compliant and the steps to rectify this
- Taking steps to resolve disputes, including conflict resolution skills if an owner disagrees with the non-compliance.

After successfully completing the pool and spa barrier safety course and the required assessments (including conducting 10 live inspections), you can apply to be registered with the Victorian Building Authority (VBA) to become a licensed building inspector.

Who is the course for and what are the benefits?
Our Pool Safety Inspectors Course (VBAISP2020) is for anyone serious about becoming a pool safety inspector in Victoria. If you are involved in construction, a registered building surveyor, building inspector or pool fencing installer. Participants need to have digital literacy (including proficiency in using computers/laptops, smartphones/tablets) to access, download and input information online, take photos and record information.
As a licensed pool safety inspector in Victoria, you will be able to complete pool and spa safety barrier inspections and issue certificates of compliance or non-compliance.
What’s included in the Pool Safety Barrier Training Course?
This course delivers the skills and knowledge required to effectively perform pool and spa barrier inspections and issue pool safety certificates or identify any non-conformities.
Our pool and spa inspector course includes all the materials needed for completion. It includes a:
- Learner Guide
- Learner Assessment Workbook
- Learner Resource Workbook
- Australian Standard 1926 Part 1 and 2
- Inspection Templates, including inspection checklist.
The course is held over five days in Melbourne and includes conducting 15 in-class simulated inspections per the VBA requirements. Approximately 60 hours of self-study are required in addition to the classroom sessions.
